How To Get Monitor Out Of Power Save Mode

I have 2 computers, both Windows 10 64 bit. The computers are on and I can use VNC to log into them from my workstation and everything works fine. On their end, the monitor will sometimes flash on and off then go into power save mode. They won't come back on for them, but I can still get into the computer.
Dell Optiplex 3050 started 2 weeks ago and is 14 months old, Display Port and HDMI connection which we use an adapter to connect to VGA monitors.
Dell Vostro 3470 started yesterday and is 6 months old, VGA connection
Things we have done:
- Switched out the adapter, VGA cable, and Monitor on Optiplex
- Switched out Monitor on Vostro
- Updated video drivers on both
- Updated Bios on Vostro

Sounds like the video cards are having issues. Could potentially be due to an electrical issue since both happened so close, but it's likely a Windows update issue. Try rolling back the recent updates.
If that doesn't work, try adding an off-board video card.
Have you checked the power settings on the computer? Maybe try disabling power save for the monitor and see if that makes a difference. Could very well be an update (I don't trust driver updates from Microsoft too much) or video card hardware as mentioned as well.
Have you tried to hook up a monitor without adaptors or adaptor cables, I have noticed reciently that a few of my machines do not like adaptors or adaptor cables
Connect another computer into the same spot and see what it does. That will tell you if it is the monitor setup or the computers.
The Optiplex has been switched out for another computer currently. When I get that one back I will do more testing. I will check the monitor power save on the Vostro
If another monitor works there, I'd bet the adapter is the problem.

The only issue I see here is that I've seen certain desktop motherboards on a desktop platform not support discrete graphics at all.
Therefore I'm going with worst case scenario, get ready to have the boards replaced.
